The blue economy encompasses all economic activities linked to oceans, seas, and coasts, ranging from fishing and maritime transport to tourism and offshore renewable energy. Historically based on extractive logics and high-emission practices, this economy must now face a radical transition to become a pillar of European climate neutrality.

Objective 3 aims to transform the blue economy into a circular and low-carbon model, demonstrating that ecological protection and economic development can coexist in a highly synergistic manner. Global and local maritime transport must decarbonize rapidly through the adoption of clean alternative fuels, route optimization, and the energy efficiency improvement of fleets. At the same time, the aquaculture and fisheries sectors must evolve towards low-impact practices, heavily reducing the use of fossil fuels and the environmental footprint of their facilities, while simultaneously guaranteeing food security.

This transition also requires comprehensive maritime spatial planning that favors sustainable multi-purpose uses, such as the seamless integration of offshore wind farms with fish restocking zones or carbon-absorbing algae cultivation. This paradigm shift ultimately transforms the sea from a passive receptor of human impacts into an active engine of clean innovation, circular economy, and climate resilience for the entire European continent.
